Responsibilities Develops procedures and systems for assessing the
effectiveness of programs and management processes. Recommends
workable solutions and management actions that are based on sound
management principles and are achievable. Prepares detailed action
plans and schedules for long and short-range project
accomplishment. Analyzes and evaluates policies, procedures,
guidelines, and administrative processes in order to resolve
problems and situations. Advises management on a variety of
opportunities and options to increase organizational effectiveness.
Analyzes budget projections assessing validity of assumptions and
consistency of estimates. Requirements Conditions of Employment
Qualifications In order to be rated as qualified for this position,

GS-11: You must possess one (1) full year of specialized experience
at or equivalent to the GS-09 level that is equivalent in
difficulty and complexity as indicated by the following examples:
Coordinate the planning and/or execution of a budget to support a
work program; coordinate procurement and/or contracting actions;
collaborate with a team of subordinate staff and/or peers in
achieving a work product; implement and support the use of
automated systems in accomplishing administrative and operational
goals, communications, and information/records management. -OR-
Education: Have a Ph.D. or equivalent doctoral degree or 3 full
years of progressively higher level graduate education leading to
such a degree or LL.M., if related. - OR- Combination of Education
and Experience: You may meet qualifications requirement for this
position with an equivalent combination of specialized experience
and appropriate graduate education. Graduate level education must
demonstrate the knowledge, skills, and abilities necessary to do
the work of this position. For GS-12: You must possess one (1) full
year of specialized experience at or equivalent to the GS-11 level
that is equivalent in difficulty and complexity as indicated by the
following examples: Develop and execute the planning and execution
of a budget to support a work program; develop and oversee
procurement and/or contracting actions; lead a team of subordinate
staff and/or peers in achieving a work product; and implement and
support the use of automated systems in accomplishing
administrative and operational goals, communications, and
information/records management. There is no education for
substitution at GS-12 level. Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religious; spiritual;
community, student, social). Volunteer work helps build critical
competencies, knowledge, and skills and can provide valuable
training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience. You must meet all qualification
requirements by the closing date of the announcement. Federal
employees in the competitive service are also subject to the
Time-In-Grade requirement in accordance with 5 CFR 300.604. If you
are a current Federal employee in the General Schedule (GS) pay
plan and applying for a promotion opportunity, you must have
completed a minimum of 52 weeks at the next lower grade level.

Applicants must obtain Supervisory approval prior to applying to
this vacancy announcement. This is a not-to-exceed 1 year
detail/temporary promotion assignment. At the expiration of this
assignment, or whenever your services are no longer needed, you
will be returned to your position or to a position of equivalent
pay and grade within your agency of record. This Temporary
