Learn more about this agency Responsibilities As a Director, Office of Receivership Oversight , you will: * Develop policies, standards and procedures pertaining to the recovery of receiverships, provide oversight and coordination with HUD-appointed boards of directors or oversight panels of receiverships, and provides direction and oversight to HUD-appointed administrative receivers or contract executive administrators. * Serve as Director and first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Office of Receivership Oversight. The Director of the Office of Receivership Oversight reports directly to the Deputy to the Deputy Assistant Secretary for Office of Field Operations in the office of Public and Indian Housing. * Direct ORO staff and contractors in all aspects of the financial, physical, and management recovery of receiverships. * Ensure the ORO acts as an agent to change unacceptable performance of receiverships by assuring that performance and compliance deficiencies are identified and documented, strategies are developed to address these, and other resources are targeted to address problems and ensure satisfactory performance. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Public and Indian Housing (PIH), Office of Receivership Oversight. PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. The Office of Receivership Oversight provides rehabilitation to severely troubled housing authorities under HUD administrative receivership (receiverships'), leading to the eventual return of the housing authorities to local control. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience: For the GS-15, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as: * Serving in a management or lead role providing oversight of affordable housing program operations; AND * Monitoring program performance and making recommendations for improvement; AND Collaborating with elected Federal, State, and local officials and organizations regarding housing and community development issues, including controversial agendas; AND * Handling short and long term planning and management of an office including budget, resources, staff supervision, performance, staff development and/or training; AND * Evaluating subordinates, providing disciplinary action, and/or resolution of grievances. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
