Director of Specialized Services Adult Behavioral Health ProgramsJob Code: 2021-SPECIALI-057Location: Division of Specialized ServicesDepartment: Specialized Service ProgramsFT/PT Status: Full TimeJob Responsibilities: Director of Specialized Services Adult Behavioral Health Programs Wisconsin Community Services (WCS) Specialized Services Program Position Summary: Highly skilled leadership position that provides clinical, operational, quality assurance, and implementation for numerous adult behavioral health programs within the Specialized Services Division at Wisconsin Community Services (WCS). This position will provide leadership and oversight to all current and future adult behavioral health programs along with embracing and being a champion of peer led programs within the division. In addition, the Director will work with other leaders in the Specialized Services Division to plan, design, implement, and monitor programs within the Division. This includes seeking new programmatic opportunities, developing collaborative relationships with community partners to meet the needs of adults, and developing systematic practices and continuous improvement processes that enhance the effectiveness and levels of quality of program operations and outcomes. Essential Functions: Provides high level leadership to numerous adult behavioral health and peer led programs within the Specialized Services Division.. Actively seeks opportunities for expansion and improvement of services and programs to adults to improve community functioning and address mental health, substance use, and co-occurring needs. Embrace and be a champion of peer specialist programming and staff with lived experience. Promote employment opportunities for people with lived experience in all programs. Proactively lead the hiring process for all assigned programs that is focused on growth, quality, and expansion. High level leadership and oversight of existing, new, and emerging adult behavioral health programs within the Specialized Services Division. Provide direct oversight to the array of Adult CCS services (Care Coordination, Peer Support, Housing Services, Rehabilitation Services, Independent Contractors, and Prescriber Services) Additional oversight of the Keys to Independence Supportive Housing, Sankofa House, and developing adult housing programs. Work closely with the Specialized Services leadership team to implement creative and innovative programming. Promote, lead, and embrace a supportive workplace culture that embraces staff strengths and supports growth through supervision, training, and mentorship. Collaborate with Specialized Services supervisors, managers, and assistant directors to support program growth and development. Works collaboratively across all WCS Service Divisions to identify and implement integrated approaches to better serve adults with complex behavioral health needs. Collaborate with community providers and entities to develop partnerships to meet the needs of adults with complex behavioral health needs. Act as a role model and coach for mangers, supervisors, and staff to provide high quality services to meet the needs of the community and funding sources. Responsible for oversight of all quality assurance functions including but not limited to continuous quality improvement, documenting, and improving program outcomes, and ensuring compliance with contracts, funder expectations, and agency requirements. Lead and embrace Evidenced Based Practice initiatives including Trauma Informed Care and Motivational Interviewing within Specialized Services Division. Support, and embrace diversity, equity and inclusion practices and principles with staff and those served by WCS. Represent WCS at community events and meetings. Actively participate on committees and other community activities to support the mission of WCS and Specialized Services Division. Attend meetings with Administrator and WCS leadership as requested. Ensure compliance with all staff training requirements, manage training calendar, conduct trainings, and keep accurate staff training logs in the WCS LMS system for assigned programs in the Specialized Services Division. Conduct weekly supervisory meetings with program supervisors, managers, assistant directors. Review billing for adult behavioral health Specialized Services programs monthly and collaborate with the WCS fiscal department on all billing related needs. Complete monthly reports including but not limited to monthly billing spreadsheet, enrollments, program updates, demographic reporting, program staffing, and program specific monitoring, etc. Promote a positive, strength based, person-centered and supportive culture for staff and the individuals being served. Maintain confidentiality with all written and verbal communications. Adhere to WCS Policies and Procedures. Other Duties and Responsibilities: Other job-related duties as may be necessary to carry out the responsibilities of the position.Job Qualifications: Minimal Qualifications: Minimum of a Master's degree in Social Work from a school of social work or in a behavioral science. Clinical licensure as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT) preferred but not required. Minimum of 5 years of experience serving young adults, adults, and families with significant mental health, substance use, and co-occurring needs. Minimum of 3 years of supervisory experience in a non-profit social services or government social service agency. Advanced experience in implementing programs, program development, program compliance, and quality assurance. Ability to display cultural reverence by responding respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions and other diversity factors in a manner that recognizes, affirms and values the worth of the people being served by WCS programming. Knowledge and skills to work with young adults, adults, and families. Valid driver's license with approved driving record, automobile, and insurance sufficient to meet agency requirements. Meet all WCS and contractor requirements for criminal and caregiver background, driver's record, and reference checks. Other Job Information (if applicable): Work Relationship and Scope: Reports directly to the Administrator of Specialized Services and works closely with all managers, supervisors, lead workers, and direct practice staff in the Specialized Services Division. Direct interaction with children, young adults, adults, and families being served by the WCS programs. Personal Attributes: The person in this position must be passionate about the WCS mission and be a role model for accountability and a culture of excellence by virtue of high-quality program standards and compliance. Adhere to established policies and procedures of the agency and of all funding sources including Milwaukee County. Conduct self in an ethical manner. Maintain professional and respectful relationships with all WCS staff, youth, young adults, adults, and families and all external funding sources and community partners involved with service provision. Show sensitivity toward cultural, ethnic, and disability needs. Knowledge, Skills, and Abilities: This person must be a "system thinker" with demonstrated ability to implement new programs, using a clinical and treatment focus and develop additional programs and services to meet the changing needs of the community. Advanced knowledge of the Milwaukee County Behavioral Health System for adults, peer support, community providers, and health systems. Must possess exemplary verbal and written communication skills, along with strong computer skills that include Microsoft Word, Excel, and database applications. Requires being strong at detailed work, developing and implementing organization systems, and utilizing analytical and problem-solving skills. Ability to multitask, prioritize multiple projects, organize, and support the implementation of creative and high-quality programs. Working Conditions: Work is performed in an office environment and within the community including traveling to meetings in the community, homes, schools, court, and other locations to serve the needs of the community. Travel and going into homes and locations in the community is required. Must be comfortable being around and/or interacting with youth, young adults, adults, and families. Flexible work schedule is required to meet the needs of staff and the youth/young adults being served. Physical Demands: May require sitting at a desk and/or computer for two or more hours at a time. Requires significant computer work. Travel in the community is a requirement.
