Summary

This position is located in the Veterans Benefit Administration, Regional Office, Fiduciary Division. Working under the general supervision of the Chief, Field Section, with technical assistance from District

Counsel. Supervisor sets the overall objectives and resources available. Employee performs all aspects

of the work with little supervision.

CTAP applicants MUST submit VBA issued displacement letter with application.

    Duties
    • Determining funds needs, authorizes release of funds from restricted accounts and liquidation of bonds, and adjusts personal spending allowance for the benefit of the beneficiary without limitation as to amount when court action is not required.
    • Taking actions to adjust fund allowance when information is received indicating a change in the financial situation, and when requests for allowance are made by fiduciaries and beneficiaries.
    • Drafting and preparing a wide variety of petitions and legal documents for filing with the court.
    • Taking necessary action to protect insurance and other VA benefits rights and advises fiduciaries of other Federal and State benefits to which beneficiary may be entitled.
    • The incumbent has the responsibility for ensuring that a beneficiary receives all benefits to which entitled, including those pertaining to dependents.
    • The incumbent further provides information to fiduciaries on the procedures to apply for other benefits such as Federal, State, Social Security, Government Service, Railroad Retirement, Military, Medical and Welfare.
    • Determining adequacy of surety bonds and requests an increase/decrease, when indicated.
    • Taking action to suspend, resume, or recover payment.
    • Requesting field examination, when needed in the judgment of the incumbent, on problems

      of estate management and benefit rights.
    • Taking follow-up or corrective action required by

      field examination reports. Work Schedule: Regular office hours; You may be required to work a different tour of duty to provide training as needed.

      Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

      Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-05 level, for a GS-08 position you must have served 52 weeks at the GS-07 level, for a GS-09 position you must have served 52 weeks at the GS-08 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).       Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.

        Specialized Experience:

        GS-07

        To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Using various computer systems for data entry and maintaining/monitoring case files; (2) Preparing various types of written correspondence; (3) Gathering and analyzing evidence in order to make sound recommendations and/or referrals; AND (4) Communicating with customers of varying and diverse backgrounds.

        GS-08

        To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Using various computer systems for data entry and maintaining/monitoring case files; (2) Preparing various types of written correspondence; (3) Gathering and analyzing evidence in order to make sound recommendations and/or referrals; AND (4) Communicating with customers of varying and diverse backgrounds.

        GS-09

        To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-08) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Using various computer systems for data entry and maintaining/monitoring case files; (2) Preparing various types of written correspondence; (3) Gathering and analyzing evidence in order to make sound recommendations and/or referrals; AND (4) Communicating with customers of varying and diverse backgrounds.

        Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

        Education

        There is no educational substitution for the GS-07, 08 or 09 level.
