DIRECTOR OF PUBLIC HEALTH / HEALTH OFFICER

POSITION SUMMARY

The Director of Public Health/Health Officer provides professional leadership and administration of the Washington Ozaukee Public Health Department and serves as the Health Officer for Washington and Ozaukee Counties, per Wisconsin Statutes Chapter 251. The Washington Ozaukee Public Health Department has embraced the Public Health 3.0 Model and the Health Officer serves in the role of Chief Health Strategist. In addition the position is responsible for planning, organizing, developing, and directing overall departmental operations, which includes maternal and child health, environmental health, health strategy, mental health, communicable disease, and pandemic response. Additional responsibilities include the development of department policies, collaboration with community leaders, personnel management, preparing and administering the department budget, enforcing communicable disease and other public health laws, and preparing and administering department grants.

Full-Time Position

Pay Rate: $91,832 - $124,238.40

JOB DESCRIPTION

  • 30% Directs and manages the planning, organizing, staffing, evaluation, budget preparation/maintenance and financial functions required in the daily operations of the department. Supervises designated staff, including interviewing and selecting of job applicants, training, overseeing work, participating in disciplinary decisions and actions, and establishing and evaluating appropriate performance standards in accordance with Counties objectives.
  • 30% Seeks legal remedies to abate public health hazards or to prevent the spread of communicable diseases. Responds to public health emergencies, emergency exercises, and emergency response training activities.
  • 10% Provides oversight in strategic planning, budgeting and monitoring financial outcomes. Establishes priorities, monitors and evaluates theeffectiveness and efficiency of public health programs, and develops and implements plans to improve services.
  • 10% Processes, compiles, researches, and analyzes complex public health data and other information, and prepares and verifies reports, correspondence, and other documents utilizing applicable software, within established procedures.
  • 10% Responsible for the review, development, and implementation of policies, procedures, processes, and guidelines in compliance with legislation, regulations, and policies. Develops and administers departmental policies and internal controls, which conform to state and local laws and statutes, and the goals and objectives of the Counties.
  • 5% Provides oversight in the investigation related to causes of specific diseases, morbidity and mortality, and environmental health hazards, nuisances, and sources of illness. Communicates and collaborates with local, state, and federal agencies regarding public health issues, disease reports, program changes, policy develops, new laws, financial reports, and related items.
  • 5% Participates in and/or reports to a variety of meetings, committees, professional associations, Boards, and/or other related groups. Serves as a liaison with County, state, and federal agencies concerning public and community health related issues.

SUPERVISION RECEIVED

Under the general direction of the Joint Washington Ozaukee Board of Health. The Director/Health Officer reports directly to the Ozaukee County Administrator, as well as reporting to the Washington County Director of Health and Human Services.

SUPERVISION EXERCISED

This individual will assign duties, outline methods, direct work in process, review completed work, sign or approve work, make hiring recommendations, prepare performance appraisal and take or recommend disciplinary action.

JOB REQUIREMENTS

Education & Experience:

The Director/Health Officer shall have at least one of the following, per Wis. Stat. 251.06(1)(c):

  • A master's degree in public health, public administration, health administration or a similar field and 3 years of experience in a full-time administrative position in either a public health agency or public health work.
  • A bachelor's degree and 16 graduate semester credits towards a master's degree in public health, public administration, health administration or a similar field and 5 years of experience in a full-time administrative position in either a public health agency or public health work.
  • A license to practice medicine and surgery under ch. 448 and at least one of the following:
  • Three years of experience in a full-time administrative position in either a public health agency or public health work.
  • Eligibility for certification by the American board of preventive medicine in public health or general preventive medicine.
  • A master's degree in public health, public administration, health administration or, as defined in rules promulgated by the department, a similar field.
  • Appointment is subject to Wisconsin Department of Health Services approval.

  • Comprehensive knowledge of community health needs and services.
  • Knowledge of statistical methods and evaluation techniques.
  • Knowledge of budgeting principles and techniques.
  • Knowledge of relevant statutes and ordinances.
  • Skill in planning, analyzing, organizing and developing public health services.
  • Skill in supervising staff members of varying professional and paraprofessional backgrounds.
  • Ability to maintain confidential information.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work effectively with diverse segments of the general population and professional community.
  • Ability to establish and maintain constructive working relationships with community partners.
