University Grants Administrator (UGA) Position Number 00016530 Division Office of Research Department B3405 OFFICE OF SPONSORED PROGRAMS Position Type Non-Teaching Academic Staff Appointment Type Fixed Renewable, Non-Teaching FLSA Status Exempt Percent 100 Posting Type Staff Introduction (Description of School/College/Dept/Program) The University of Wisconsin-Milwaukee (UWM) is one of the nation's top 130 research universities as recognized by the Carnegie Classification of Institutions of Higher Education The Office of Sponsored Programs (OSP), a unit within the UWM Office of Research, is the university's central research and sponsored programs administration. Under delegated authority from the Board of Regents of the University of Wisconsin System and the UWM Chancellor, the Office of Sponsored Programs has institutional authority to solicit, accept, and execute research agreements for government, industry, and non-profit sponsored project activities. OSP has primary responsibility for the interpretation of University-wide and campus policy, sponsor guidelines, and applicable federal and state laws and regulations related to sponsored activities. It provides financial management oversight of sponsored program funds for UWM. This includes: financial reporting, invoicing, cash management, accounts receivable management, financial compliance oversight (effort reporting, cost transfers, unallowable expenses), and audit support. The office administers the University's conflict of interest program and manages compliance with federal export control regulations related to research. The Pre-Award Team in OSP is responsible for all pre-award sponsored project administration, including grant, subaward, and contract proposal review and processing, issuance and negotiation of subawards to collaborating institutions, compliance with funding agency and University policies, pre-award correspondence and follow-up, contract negotiation and execution, and award negotiation, receipt, and processing. The team is also responsible for technology transfer and intellectual property (IP) management. Job Summary Reporting to the Associate Director for Pre-Award Administration, the University Grant and Contract Administrators are assigned to responsibilities within four areas of focus ? grants, contracts, subawards, and technology transfer/IP. Assignments will depend on the needs of the team and the experience and seniority of the employee. Assignments will be either to individual areas or a combination of areas. Typically, the University Grants Administrator (UGA) is responsible for managing the proposal review, approval, and submission process for a portfolio of university departments. For these departments, this position is the primary contact in OSP for all investigators and department administrators. The UGA is also the institutional counterpart and principal point of contact for officials and administrators at Federal and other funding agencies whose business relates to applications originating in assigned departments. The UGA represents UWM in the negotiation and administration of incoming and complex outgoing subawards between the University and collaborating institutions. The UGA ensures that the scientific and programmatic objectives of each proposal are adequately supported by its administrative content. For this reason, the UGA must have superior communication skills, the authority that comes with a firm and confident grasp on grants and contracts policies and procedures, the ability to develop a familiarity with scientific terms, the analytical skills necessary to understand and inter-relate complex programs, and the capacity to exercise judgment and discretion when representing the greater interests of the institution, the department, and the investigator. Minimum Qualifications * Bachelor's degree, or commensurate combination of directly related experience and relevant coursework. * Experience in sponsored programs administration, research grants and contracts, or related field. * Proficiency with computer applications, such as word processing, spreadsheets, databases, and web pages. Preferred Qualifications * Three, or more, years of experience in pre-award research administration. * Certified Research Administrator, or Certified Pre-Award Research Administrator. * Evidence of experience analyzing and negotiating research agreements (contracts and grant awards) and subcontracts associated with funding from federal, state, municipal, and non-profit sponsors. * Evidence of the ability to work and communicate effectively with various stakeholders in a professional manner (i.e. faculty members, scientists, administrators, etc.) * Experience working with IT applications that support university research administration.
